Implication of Taiwanese National Health Insurance’s Reforms

Abstract

This paper reviews Taiwanese NHI system‘s reforms and finds a implication in Korean health insurance system. Taiwanese reforms are four cases. First, Taiwan BNHI strengthens the sustainability of financing(①Expenditures on preventive health caremove to the publicaffairs budget. ② the contribution ceiling to be raised from the current NT$87,600 to
NT$ 137,000. ③ ’Tobacco and Alcohol Tax’ increase. etc.). Second, Global budget payment scheme was promoted phase by phase and BNHI has taken medical care quality improving. Global budget program has reduced the finance increasing rate and managed medical care quality. Third, BNHI applies Internal competitive system; Regional branches competes each other in outcomes of financing revenue, benefit management, management of operating costs. Finally, BNHI introduced to IC card in enrollment, eligibility, benefit management and prevent diseases. IC card is available and important an device in management health care.
Currently Taiwanese NHI reforms can hints at Korean health insurance system. So Korean national health insurance corporation has to seek to apply Taiwanese system’s strong points and give it a try step by step.
